About the Project

GERL in partnership with the Provincial Government are developing and managing a multimillion large-scale sustainable nature-based restoration and conservation program encompassing socio-economic and biodiversity benefits. The program will have an initial 40-year duration and GERL will require a competent project management team including a program manager for program life span. The project encompasses a land area of approximately 240,000 hectares and will deliver social and economic benefits to over 150 villages in collaboration with various non-governmental organisations.

About This Role

The primary focus of Project Planning Manager is to provide both technical and commercial leadership to the Collaboration Program to ensure timely delivery of the program to the communities working next to the Program Director. This role is expected to develop a strategy for delivery of the program including developing and monitoring resources and financial budgets for the program deliverables.  The key responsibilities will consist of:

  • Responsible for the overall performance of the Collaboration Program, as part of the project management leadership team, the development and implementation of longer-term strategic plans that will benefit the program.
  • Plan design, procurement and works packages to ensure contracts and agreements are tendered, negotiated, and awarded to providers including suppliers to meet the overall program deadlines.
  • Assist in ensuring compliance with program in-house systems for planning, resource management budgeting and financial management of the program work closely with the Program Director and Project Management and Operational Teams, monitoring project timelines and milestone, ensuring adherence to the construction schedule.
  • Responsible with the Program Director and Project Management Team to deliver the services, direct establishment of the Project Execution Plan and work with the Project Director closely to communicate with the client’s management levels, including advise on implementation approaches and developing strategic approaches to operations.
  • Responsible for coordination people, facilities, resources etc, within tight timelines and in line with budgetary constraints (includes reviewing technical standards in the group to ensure that design techniques, reference material and software tools are up-to-date and are correctly applied)

Requirements

  • At least 10 years of planning experience with at least 5 years involvement on large scale projects in a similar role.
  • Experience in leading and managing the planning, resourcing and budgeting functions projects in close coordination and collaboration with the project management team.
  • Preferably Chartered Professional Engineer under BEM & IEM or relevant professional institution
  • Certification and accreditation in relation to planning will be an advantage and must be skilled in Primavera-P6 including the ability to perform:
  • Setup, develop and establish a resourced program with logic and activity structure from initial design through the project life cycle
  • Scheduling and critical path analysis
  • Project risk management and analysis
  • Resource management and optimization, resource allocation and capacity planning
  • Project budget and cost management
  • Advanced reporting features and analytic
  • Project controls
  • Team player with a collaborative attitude and able to communicate schedule changes and updates to the relevant project teams and stakeholders.
  • Candidates with experience in nature-based peatland and mangrove restoration and conservation works would be distinct advantage but is not essential.
